when do domain exstentions come out and when they come out are they preordered or is it just a race to see who gets the best ones???

You can search online for upcoming tlds and registrars that will be selling them. You can preorder most new domains but there's no guarantee you'll get them if someone preordered them first, so it is essentially a race.
