Theres is only one WLS slot. Once the slot is secured and the domain becomes expired, the person holding the slot gets the domain so there is no chance of somebody else getting the domain assuming that the current owner lets it expire.

Jeffrey pay attention! Only 1 slot will be availible for WLS. If the slot is taken and you try to buy it no matter where you go, you can't, wheter its from verisign directly or any other registrar. If the slot is taken you won't have a chance to waste your money because nobody will sell it to you. I don't see what is so hard to understand about understanding it. WLS only applies to .com and .net for the time being.
