What is Reg Fee...?

I have seen apprasials on domains with ccTLDs (which can really cost as much as a hundred USD) be appraised as Reg Fee-Low XX or Reg Fee- Med XX. Is Reg Fee just considered to be the Reg fee for a single .com or the Reg Fee of the domain being appraised?

Yeah that's what I thought but it seems that a lot of people call it to be the Reg Fee of a .com (Basically a replacement of slightly under $10)

A lot of the appraisals are based on no stats and what they look to be worth as a wholesale price. Developed or with traffic, they would go up and of course the right end user may go way higher.
