link popularity is determined by the number and quality of websites that have linked to your website.

The effects of link popularity are 3 way
1.links to your site give Web users ways to find your site while visiting
other sites
2.links to your site give search engine spiders way to follow to find and index or re-index your
site
3.links to your site are actually votes for your site in search engine ranking algorithms, but not all votes are
counted equally.

The theory goes something like this: The search engine Powers That Be have decided that if other sites are linking to your site, it must be a winner; therefore, it deserves a boost in rankings (when all else is equal). If you think about it, this makes a lot of sense. People link to good sites, not bad ones.
