What CPM programs (pop unders, banners) accept Proxy Sites?

I have a customized Proxy site that only allows US based traffic and target a very specific group of websites and gets a huge amount of targetted traffic. I am using Adversal but they're CPM is only $1.20 which seems pretty low to me.

I applied at:
Casale - Denied
Banner Connect - Denied
Clicksor - Pending Site Approval (they're site says they pay $1.80 CPM)
Right Media - No Response Yet
ValueClick - Denied

All denials were based on the fact it was a proxy site, not on traffic quality or quantity. They didn't care that the traffic is targeted. I have room for one banner and I use Pop-Unders on the proxy content. I am looking for pay sources with a higher CPM then adversal. Can anyone suggest some that approve Proxy sites? Feel free to list your affiliate Link with the suggestion.

have you been paid by Adversal? I'm going to try them out, I think that 1.20 is ok' I've seen a site offer 30 cents/cpm (banner, that has to be above the fold of the webpage).

Adversal just paid yesterday. They seem to be okay and they're ads aren't too obnoxious. They don't have any way to limit how many show per visitor though...I'm started trying paypopups. They pay 1.8 versus 1.2 of adversal. My traffic has been really steady so we'll see if they shave traffic or not.

adversal no longer pays a flat rate, my us/ca rate is atm $0.83

Well...just dropped paypopup's popunder program and went back to adversal. They had a blank page pop up with a spyware exe that tried to install. Never had that problem with adversal.

Did not get accepted in the banner program.

I do really like their popin ad program...very nice and unobtrusive. Doesn't pay that great though.
