Webdesigner or Webdesigning Company?

I'm looking for a webdesigner/webdesign company that can re design my fan site located at http://www.awilhelmscream.net. I have some new artwork from the new CD that I would like you to use and if flash could also be used that would be great. I have a low budget so I'm seeking someone very cheap, but yet has got very good graphical skills and nice eye for design. This is a punk/hardcore band so I'm not looking for a silk design, but a more grungy design. :hehe:
