for which to use, and please tell me some one
who accepts international users and you have gotten
paid from, only one excepations and thats ADsense

Give up promoting using advertising programs, just go do some physical promotion. Make a few flyers, maybe some bumper stickers for your car, think out side of the typical box. Results on CPC engines are getting less and less, Adwords going down the quickest. Surfers are just becoming more aware of ads and avoid them, so you'd be wasting your money there.
