Wanted-xml Feed Installed On Site

I did ask about this once before but I found out I was asking the wrong questions so here goes:

I am looking to have a "XML Feed" installed on an exsisting site. If it will make a difference it would be for "Search Feed". The site is a PPC Search Engine.

I am told it needs to go into the php-cgi file.
