Simple Machines (SMF) is reasonably easy to work with. There are also many excellent mods and skins available. In the end, it has few apologies when compared with the paid software and farankly, it is unlikely that people are going to flock to your forum nomatter what so you should probably try to keep it cheap! You can change to other software later if needed.
