[Wanted] Design & Coding

Hello i am after someone to design and code me a website. The site will be based on a football game on all consoles, The game is called "Pro Evolution Soccer" so the website should be based on the same design as the game. I would like the site to be done in CSS / HTML / PHP i will also need a forum skin made in the same style as the website.

I have made quite a few websites with the Joomla CMS. They have a very nice article based content system. User can easily upload and edit/delete their own articles, which are published only when admin decides it. I will be able to use one of many high tech css based templates, depending on how you want the layout of the site to look. Also, there are great user systems which integrate users logins with chat rooms, forums, photo galleries, and many more.
