User32.dll problem and firewall question

This night I was uploading a large number of files, because it would take quite a while I decided to go to sleep and just let it upload during the night.

When I woke up the upload was done but I had a warning of a Trojan Horse from my AVG Antivirus. I of course cured the file immediately, but the file user32.dll seems to not be readable anymore now.

As a consequence, I cannot open the security center in my Windows configuration anymore. Also, it seems the function to delete temporary internet files, cookies and browsing history is not working.

How can I check if my Firewall is active without being able to enter the security control center?

Restoring that user32.dll file I am unsure how to do. The virus scan by AVG resulted in no harmful files found, my computer should be completely clean but I am worried about the firewall ...

UPDATE: because of the missing user32.dll file I cannot open a new Internet Explorer window, only the current one which is opened can be used to browse. I cannot open the audio settings to change the volume of sound, I cannot open the security center in Control Panel to check if the firewall is OK.

I browsed for user32.dll and came across some sites where you can apparently fix the issue or download the file again, not sure if this is reliable though.

My dad (whom I called as he had a similar problem a while ago) told me to just restart the computer, but this sounds risky because I cannot open new IE sessions. So if I restart and the internet explorer would not work anymore, then I am completely cut off from the web...

Go to the RUN ( Win Key + r ) and type firewall.cpl and hit enter.

Looks like this might be your ticket. Before editing this post, I mentioned below the possibility of doing a repair via your recovery console. This article suggests the same thing. If this is your problem, check out AVG's support here: http://www.avg.com/support. Looks like they have some helpful stuff.[/ End Edit]

Before you go to download a user32.dll, check to see if you can do a Repair via the Recovery Console with your Windows CD. Is this Windows XP?

Boot your computer with the CD, and let the CD load everything, and choose the 1 (of the 3 options) to Repair (I believe by hitting the "r" key). That will take you into the Recovery Console.

From there, you can copy the user32.dll file from the CD onto your computer. I can write detailed instructions for you if you want, but I don't want to tell you anything wrong (which is why I'm not doing it now). Let me know if you need more help and I'll go through the process on my end just to make sure I'm telling you right.

Oh, also make sure you do a complete Windows Update (http://www.windowsupdate.com). What do you have? Windows XP Pro or Home (or Vista)? Sometimes in cases similar to this, the Pro vs. Home makes a difference.

I don't know what happened to the NP post with the link. I think your link reports on the same news story about the AVG dll problem. This wouldn't be the first time an antivirus program flagged a safe file as a threat.
