It is pretty much a directory with different catagories. AS A BONUS You will recieve a database that includes hundreds of pre-installed links. Its very well done with a good design.
Has an admin panel as well to add and remove links or update site settings.

The links are a couple months old but they are from stable sites so most if not all should be up.
And yes it has ADMIN CP to add more links
