Normally for creating a tutorial site, you dont need any knowledge of PHP or CGI.

All you need is a good knowledge of HTML, XHTML, DHTML and JAVASCRIPT.

All these will help you in making yer tutorial site user friendly.

Others like PHP and CGI are a lot more useful but it is preferable to use HTML and other stuffs as it is a lot more easier.!
