If the domain has some age to it, I would develop it for sure. I'm a big fan of putting up minisites on .info domains. You can find great keyword .info's (with high Overture results) for dirt cheap. The key is finding domains that are already a year or two old so you don't have to wait through Google's sandbox for too long.

Do a bit of keyword research and pick 4 topic related keyword phrases to build 4 pages around. Write 4 articles with on-page SEO targeted to each pages keyword phrase. Create a Google sitemap and submit it to Google. Wait patiently and the traffic will start to come.

Here are a few examples. All get great CTR rates.

the keywords 'college debt' has just over 300 searches a month for it, although there are a number of similar searches that include the 2 keywords with greater searches on. i.e. college consolidation debt loan - 1083 searches
(According to keyword discovery).

Its a nice domain with decent keywords, although I imagine that College Loans/loan is a far better.

low to mid $xx undeveloped, but if you can develop it and make use of the high paying keywords you could potentially get a lot more.

Update:

Picked this domain up off a drop 3 days ago and reg'd it for $3.19 at godaddy. Emmediatley listed it on ebay for .99 starting bid and just sold it $42.41

$42.41
-$3.19 reg fee for info
-$1.88 ebay fee
----------------
Profit = $37.34

Give or take, add on paypal fees.

Slowly becoming a millionaire domainer one dollar at a time :hehe:
