There is Overture on state emergency. Hard to say whether OT means "state OF emergency" or "state emergency" itself, because google search results show about the same amount of search results (close to 2 million).
However, I chose "state of emergency" since this is the term that is the govermental declaration as stated in Wikipedia and not "state emergency". "State of Emergency" is ad supported as well.
