dear @NamesMax ,
if he won domain at 45$ , and if he is not paying, then only you won domain as you are second highest bidder...

retracting bid is not allowed as per NP rule...

if someone is not honoring bid, then also auction reopens and auction time will be reset again..... (you will not win as per your bidding time...)
