Software for HTML ouput of a list in a frame and a description on the other side?

I am looking to create a list of items and then describe those items. The list is going to be fairly long, so I thought the best way would be to have it in a frame, and then have the description on the other side. It's just a lot of work to actually do this. I was thinking something like a recipe program that had the option to export to HTML could do it, but I haven't found anything I liked. Anyone know of any kind of program like FAQ makers, Index/TOC, ect that could set this up for me?
