I am a novice and I'm trying to design a social networking website similar to Facebook, any ideas on who i can contact that can design something like this or a website design program i can use to build it?

There are many technical and security aspects of Facebook that will be very difficult for you to copy. There are so-called clones out there that you can purchase, like PHPFox, HandShakes, Social Engine, Dolphin, that can give you a head start, but I've looked at them all and find them all very wanting and without heavy and costly modifications will probably prove to have little practical value.

Social networking is highly saturated, competitive, and even the big boys are having difficulty with monetization, so you have to be prepared to spend lots of money and have a really good idea in order to make it worth your while.

your best bet if you don't want to pay is www.drupal.org I've set up 8 sites so far using it including a facebook app, and 2 myspace apps... pm me if you want further direction...
