Need 25 TLD domains (i.e. direct primary domain hosting)
ASP.NET and or silverlight
98% uptime is fine
email accounts
Needs to be under 20/yr
.net, .com, .org, .ws, .in

needs to be reputable - that is not go out of business in 2 yrs

The OP requires ASP.NET (Windows hosting), therefore suggesting a Linux host doesn't help much.
