its quite easy to do, all you have to do is php include the file that has the menu, into every page/header you want

Alright I'll through together a quick example, which should have everything you need to modify it for your needs. And show you the include line as well to include it on other sites.

Should have this done shortly.

What he linked to will work as well, its probably very similar to what i'm posting here. I have no images in this, but those can be easily added.

HTML:
<script language="JavaScript">
<!--
function MM_jumpMenu(targ,selObj,restore){ //v3.0
  eval(targ+".location='"+selObj.options[selObj.selectedIndex].value+"'");
  if (restore) selObj.selectedIndex=0;
}
//-->

</script>

<table width="100%" height="25" border="0" cellpadding="0" cellspacing="0">
  <tr bgcolor="#3399CC">
    <td width="206">My Network Name</td>
    <td align="right" valign="middle" width="100" style="padding-right: 8px;">

      <select name=select
onChange="MM_jumpMenu('parent',this,0)" style="BACKGROUND-COLOR: #333333; COLOR: #FFFFFF; FONT-FAMILY: tahoma,

verdana, helvetica, arial; FONT-SIZE: 11px">
        <option value="#" selected>Network Websites</option>
        <option value="#">------</option>
        <option value="#">Site1</option>
        <option value="#">Site2</option>
        <option value="#">Site3</option>
      </select>
      </td>
  </tr>
</table>

Edit that how you want, and save the file, I would save it as networkinclude.php

and to put it in the pages add this to the header

PHP:
<?php include("http://domain.ext/networkinclude.php") ; ?>
