site developer wanted for joomla?? development PHP & mysql??

I need a developer that will be able to create a site that will
allow users to add say 10 fields into a db
also create a rating system for these entries
then they can see all the entries
etc...
this is a site in progress, and I'll need a good developer to work with,
I have already been contacted by a couple of people
and I have a few more feelers out there for bidding this job.
