Server Manager Needed

I recently purchaced a server, and I'm having a pain in the ass with it. I barley know SSH, and it seems it's voulnerable to hackers. I recently hired someone to help, all he did was **** it up even more. After that I went to someone else, and he turned it down. So, I'm looking for someone to fix his messups, and secure my server. I can't pay a shitload, because I already paid a bit to the other 2. Here are the problems, and what I want done:

- cPanel, WHM, and everything on port 2082 or 2086 are so slow
- Slow at loading the page. Takes upwards of 20 secconds to load a page.

- Hackable, by some chinese geek.
- Services alwats failing (see here- http://img406.imageshack.us/img406/7199/untitled4ao.png)
- cPanel skin is not the normal one, it's messed up
- Installed some "bleeding EDGE tree" or somehting, Layered Tech is being a bitch about it.
- The server load gets *too* high when someone tries to dos. The load acts like DDoS is some kind of drug, it gets that high
- FTP hesitates on login. It gives USER, then PASS, then a 20 second hesitation till it says "230 OK. Current restricted directory is /"

What I want done:
- Need all the above fixed, obviously.
- Needs to get the speed back up.
- Need security
- Anti-Dos
