Well, there is no software that will optimize your website for you. Im sure you know this orady. The software and tools that exsit are either search engine submission or usefull tools that would help you optimize your website. such as keyword density checker, search engine position checker, pagerank checker, html validator, link populairty checker and the list gose on and on.

These tools will help you optimize your site and they are usefull. I would recommand this site as he dose have many usefull tools: http://www.globalpromoter.com

For search engine submission software, I would recommand web position gold or submitwolf.

you don't need to pay for that at all...

visit some of the biggest seo forums, like seochat.com digitalpoint.com etc. and read the posts there..

And for SE submission: get inbound links from frequently spidered sites..

"Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our terms of service. Google does not recommend the use of products such as WebPosition Gold™ that send automatic or programmatic queries to Google."

IM(not-so)HO, WebPosition is a boondoggle. Use it and watch the submissions time out.

Good old-fashioned intelligent authoring and manual submission, with link exchanges with up-and-up related sites...
