PCs using router have their private IP concealed by router using public IP provided by the ISP. Unfortunately you can't change your Public IP. When you access a website, the receiving server will only recognise your Public IP address not your private IP. So when a server blocks your IP then the entire network connected to that router/hub using the Public IP will be blocked.
That's what happened to me. I can't access sedo.com even on my housemate's laptop.
On a class C Network, 192.168.0.0 to 192.168.255.255 are your private IPs. This is what you can change. Altering this IP will only work within your LAN not on WAN. Then router connects to the internet through Public IP provided by your ISP. That public IP tells to the world about your origin(Country,Area & Service Provider).
