I was wondering if it is possible to have your own incentivized search engine? Like a search and win site? If so how?

You want to make a new search engine ?

I guess that is quite possible if you hire someone to make a SE for you but the real problem will be to make users use that search engine

Depends on your budget, obviously you are not going to build a google or a yahoo. But saying you want to build a search engine is very vague.
