Are there feeds that make it possible to not only display the link, title and description, but also allow you to show the article on your website?

Yes, some feeds contain the full article, and it's possible to display it on your website, but I'd recommend against it. Most feeds are for personal use only, and most publishers won't like it when you start publishing their full articles.

It's better to stick to title+description only.

feeds are only good as headline scanner for people to be teased to click and read further.

I have a PHP file which parses XML.

If you want cache functions then use Magpie (Google it :D)
