I am looking for a reliable PHP programmer right away. I need someone who is willing to give detailed project proposals to prospective clients and is available for projects. I get allot of leads from current customers and i get sometimes several client leads per day. Here are some basic criteria I'm looking for in a programmer.

-Have time to complete projects
-Knows exactly what they're doing
-Have an active on-line portfolio
-Complete all projects on time
