"Rate" is not bad as a keyword, but it needs to either:
- be paired with another word (or words) that gives it meaning; or
- be paired with a strong complimentary word to make it brandable.
Examples:
RateMovies
RateCars
(here we're talking about rating products or services)
or
RateKing
RatePros
(with these, we're referring to a business that provides good rates on... stuff)
RateToMe, unfortunately, isn't an expression that's used in English, except in an informational sense. For example: "Can you explain my mortgage rate to me?" The words are present in the sentence, but they make no sense without the additional context.

The other issue is the confusion factor... Is the domain RateToMe, or is it RateTome (a "tome" being a large, academic type of book)?
The things it has going for it:
- It's short
- It contains a decent keyword.
In the end, I don't think that's enough to give it much value. But someone interested in starting some kind of rating website might disagree.
I would put it up on the major aftermarket sites and ask for something in the low $XXX range and see what happens before it expires.
