Quote for a script please

Hello people

I would like to know how much this script would cost me, i will try to explain myself right ..:
The script/s would include the following features:

The client sign up for opening an account (they choose their username and password) and pays for a yearly membership at my site.
Login script (including "forgot password") that connects them to an Online Chat Help. -i have already set up the online chat help-.

I would appreciate if u could give me a quote for this. I hope i explained it right, if not, just ask me

Go to freelance site and ask for $100 I think it is ok. Do you mind the security of the membership (encrypt...) Might need more .
