I'm just wondering... sometimes on my site, i get you have exceeded your query limit error. But only when its registered by name cheap. Could this be because my server's ip has requested too many queries?

Yes a proxy has an IP, but its different from your hosts IP, if you have multiple proxy's you will be able to use the proxy's ip address to query the server rather than your hosts IP address.
This means the ip address querying the server will change with each proxy you use.. should be enough to keep that limit at bay!
