As strange as may sound even i use Paypal for years i never bother ask this question before. Sometimes trouble me by with the hurricane of new brain requests per millisecond i shift it aside :)

Well the question is this :

With Paypal if you don't a business account and someone is going to pay you with credit card you can accept or deny their payment (if you accept it you are allowed to do that up to 5 times per year)

- I understand that you must pay from your balance. So how this works? You fund your account from your card, wait some days and then pay the other person ?

Only Business and Premier Accounts can accept credit cards. Accounts are funded with credit cards. If someone is paying for something and their Paypal balance is too low to cover it, Paypal asks you if want to make the payment using only your credit card or with both credit card and the balance in your account.

For example, if someone is going to pay for an item valued at $100 and only has a Paypal balance of $90, they are given the choice of paying the entire $100 from their credit card or if they prefer to pay the $90 from their account plus $10 from their credit card.

Thanks gammo i understand it and i did it many times as you said but i'm asking about the "accept - deny" issue

An alternative for someone to receive a payment which request to "accept or deny" is to instruct the buyer to fund his account and later transfer the money to the seller ?

If this is the case does it requires the money to be in the account for some time (hours-days) ?

no not at all, the buyer can either have the funds in his account already or use an instant bank transfer if they have a bank account linked to their paypal.
The accept/deny thingy is only for accepting credit card with a personal account

So in other words he can fund his account with the appropriate amount (using his credit card) and the next moment proceed with the payment, right ?

no you can't fund an account with a credit card only from a bank account
