I've seen people mention that while a domain name itself usually has a price, a domain name that is even half-way developed is usually worth more than one that is simply parked.

Is there an instance where the content of a Web site that a domain name points to can actually decrease the value of the domain name itself?

Yes if the content on the site was unethical and drove people away from the domain it can or if the domain is black listed by search engines such as google. This can happen if the domain was used by spammers. Which means that the domain can not rank in that search engine.
