i have found a site which says all its web contents are "free public domain" and free to use.

does it mean i can copy freely everything ?? layout and all contents, etc.

i have tried to emailed the website several times
but have not received any reply!!

so is it alright to use the materials???
(some of the contents are way pass the copyright years)

If it falls under the "public domain" category, you are free to copy it provided you use the sentence:
(the images in these collections are in the public domain)
or
(the above story is in the public domain)
or something like that in the disclaimer or below your content

Here's a quote from one of my bookmarked sites regarding this topic:

anything that is NOT protected under US copyright law. This includes ALL works published before 1923 AND, under certain conditions, works published up to 1978. A 'work' can be anything: a book, a play, music, photographs, movies, instruction manuals, courses, reports, posters, etc...

Yes , if it is really pd you can use it. One thing though I have found is many clip art collections claim to be pd and really are not (they use clip art from other sources, and had no rights to release it to the public domain).

btw, I like to know about pd sites, would you mind sharing the url?
