Any thoughts on its valuation, or should it be developed. ??

If your domain name is not developed then it won't reach its maximum monetary potential. If people do not type your domain name into the address bar (Not the search engine) then you have a lot of work to do.

It is the perfect name for what it is and 'Lock' would have a brain hemorrhage if it could name at least five that are 'better' that are still available.

Australia is the land that time forgot in so many ways, while many countries have moved away from traditional phone cards, many people still call buy prepaids here.
when you type prepaid phone cards into google.com.au its comes back with 2,000,000 results (0.44 seconds)

I'm based in South Australia and every shopping center still carry some type of pre paid phone cards.

I can think of better domains. Perhaps not to sell phone cards but generic names to suit other industries. You can almost register any dot com dot au name you can think of as there are so many available is my point. I don't want the domain or would I buy it if dropped.

Domainking may have made the most and sure can try copy his marketing ideas but time has passed. It is a new marketplace with new extensions with uncertain speculation.

No idea what the value is but there isn't much happening with it.

I have owned .com.au had ABN and PTY LTD companies. Getting though winter just fine.
That is why i know there are better names available in many other Australian industries.

I would avoid investing too much in .com.au until we know what is happening with the impending .au release and what rights current .com.au holders will receive ......if any ? The domain up for appraisal has limited sales opportunities. The only people who buy phonecards are folk who wish ring back home after moving here. But the world is changing and many data plans now offer international minutes these days as well data and texts on a recharge. The domain is only at reg fee, good luck
