I was wondering what would happen to the PR of a site if the content is totally changed. Say I bought a PR 4 website that was in another language that offers hosting. If I change the content to a forum directory or jewelry directory would it change the PR? Will the PR remain the same if I develop the site into a web host directory in the english language?

Yes it would.

PR has to do with the links to the site. But if you totally change the site perhaps the people linking to you take down their links.

Thanks Jim, I know PR is based mainly on backlinks but does google also take a look at content on the site to determine page rank?

No, not the PageRank. The PageRank is determined only by links. The higher PageRank the page has that is linking and the lesser links on the page the more PR is being distributed to the link.
