Nice banner but that yellow/cream hurts my eyes a bit, try a bit of a darker yellow so it gives more definition.

Very nice banner, the yellow/cream color is soft on eyes, maybe the dark green font on it is hurting. Also organize the list of states in a better way.

I think the colors you are using are perfect, you just need to do something to bring out your colors.

You should try this..

Take away the yellow border that goes around the entire page.
Put a 2 px black border just around the yellow background that is behind the states you can click on.
At the bottom take away the the little black link that goes across the bottom.
Give your image at the top at least a 1 px black border maybe 2 px if it looks good.

I think this would make a major improvement on your site.
