If you want 4 gigs ram and cpanel your budget might be a little low. You might want to look at linode for hosting so you can scale when you need it. Becasue even at Linode, 4 gigs of ram will cost you 160ish a month.

I'd be skeptical as to what type of reliablilty you would receive from any provider that was willing to offer you that. Are you sure you actually need a VPS? You might be best off on semi-dedicated web hosting.
