I think it's worth a bit more than reg, "Rebate" good keyword. It actually (kind of) goes with the .cc extension because many people do associate "cc" as an acronym for credit cards.

It's brandable.

Poor extension, good keyword.
There are a lot of development options like coupons perhaps.
IMO developing the domain could boost value a lot, as-is I think it could still fetch low $$$+ on a good day. There are not a lot of visible .cc sales but there is hope for strong keywords. Good luck.
