You're thinking development, which is obviously the best route to be taken with this name if maximizing your income is your primary goal. It is obviously a brand-able name, therefore holding little value to a re-seller. Finding an end-user or developing the name yourself, however, is a different story.

It's a so-so background check domain. You'll burn through end users to contact very quickly, so I'd aim at low $xxx.
