As far as I know they are free

I'ved used both in the past and present.

4images is available free for non-commercial use, but isn't exactly a photo rating script, it's more a photo gallery that allows the photos to be rated. If your CPanel has Fantastico, you can install it from there.

The least expensive (tho feature limited) is the one from Abynex. It's not bad and allows pics that don't require a gender (cars, artwork, houses, boats, etc).
