I have a question about this you state their is one encrypted file if you decide you don't want to sell the script anymore or if your host goes down or anything along those lines will the sites using this script go down?

The license is only checked every couple of days, so a temporary outage wouldn't affect it. If the site was taken down completely for one reason or another, We would provide users with an unprotected copy of the script to use going forward.
