PHP help-weird characters problem

Hello,
I am currently working on a website in spanish that needs accented characters.
For some reason all accented characters in php files are being turned in to chinese characters (in Internet explorer) or in to interrogation signs (on firefox) as you can see on this page http://www.zoeindustrias.com/prueba/ and this one http://www.zoeindustrias.com/prueba/mantenimiento.php
The accented characters in the top menu are not being transformed because the are in a separate html file being included in the php file , so thats why I assume this is some sort of php problem.

Has anyone seen this before that can give me a hand in solving this?

erm... i see the accents fine in IE

no chinese chars here.
