PHP?, Google & cross linking my sites

I'm a total newb to php. And I have a difficult problem. Basically I just want to know if this is possible?

Say I have 50 sites.

site1.com
site2.com
site3.com
etc.
etc.
site50.com

And I have two cels in a left column for navigation in each site. The top cel just contains normal navigation type links around the individual website.

The bottom cel in question has links to every one of my websites, perhaps with a heading of "other sites of Mine" or something.

No problem, I think I can figure that out, something like this I think:

OK, so now here is the tricky part............

1) I don't want to have duplicate content on 50 sites. (not good for google, and also a turn off for visitors with unrelated content)
2) I want the order of the links in a specific order for each site

Regarding the exact order for each site:
I have a numeric value in a spreadsheet for each combination which is based on the number of google results every combination has (2500 combinations).

So, what I want to know is can the order change somehow for every site with the sites most in common appearing at the top? I am getting pretty good at manipulating data in an excel spredasheet and have produced a good handfull of web pages with thousnadns of lines of code.
