Php drop down menu

I would like to put a drop down menu on page. Something like the one at the top of this page. I don't know php so could someone point me in the right direction please. A free menu builder would be useful.

i don't think it is done with php. I think it is done with DHTML and JavaScript. I could be wrong though.
