PayPal's Down

The worlds largest payment processor seems to be down.. I got this error.

Odds are they are just having problems like the rest of us do from time to time. They're Paypal, but they're not infallible. Big sites do go down. hehe

I just got a message that I have to be verified to accept a payment. Is this for all payments or just a select few using a few different ways of paying?
