Do you need to have new bank details if you want a personal account and a premier account? or is one ok? I only have one bank account, but I'd like to have two paypal accounts.

Yes, you can have 2 PP accounts (premier & personal). I'm not sure about bank accounts coz I haven't tried it.

To be sure, you need to have either 2 credit or debit cards to verify your account separately.

Because if someone sends you money via paypal doing an instant transfer, you have to pay fees with a Premier account. With a personal account, there are no fees. That might be why the person wants a 2nd account.
