Reseller value is what your average domain investor would pay for those domains hoping to make a profit in 1, 5, 10, 20+ years from now when they finally resell them. A domain investor is taking the risk they won't sell and has to invest even more money into renewals, marketing, etc. to find the right buyer.

There is no multiplier, just a sliding scale and inherent risk.
