I don't see the ParkingCrew thread any more and I don't know what happened to it, but I want to know if it's possible for them to pay me my balance that is below the payout threshold.

As I'm planning to leave/close my account there.

Anyone know?

As far as I know, when you close a parking account on any parking service, they pay you any remaining earnings you have with them.
One exception might be in the case those earnings happened a long time ago.

Because Tier2 works in 2 modes: Redirect OR clickable ads from Direct Advertisers (the same as using Google feed)...

do you know if there is a way to pick which one of the two you want.. at ALL times?

It works randomly... according to their own algorithm and advertiser competition per certain keywords...
