I think it passes the radio test, and could have potential value to the right audience (news feed, political discussions, classroom message board, etc...).

I categorize these types of names in my market place as "Phrases", and price them in the low $x,xxx USD range. That being said, I also let some like this drop after a few years if I see there's zero interest in them...
