I actually haven't been able to find this in the Character Map. I'm sure it's there, I just can't find it. Also, I have heard from certain sources that it's Korean. However, In my opinion, it could be used for almost anything, because it's just a circle.

Edit: It is in the Character Map. It's U+25E6 like a previous poster said. The shape is called, "White Bullet". To learn more about this shape, go to http://www.fileformat.info/info/unicode/char/25e6/index.htm . That page says everything you could possibly want to know, including how to type it.
